Tex-AN 2000 is an agreement between the State of Texas Department of Information Resources (DIR) and AT&T Texas (formerly SBC Texas) for telecommunication services, data services, hardware, software, and IT services including:
 

Local Switched Services
Dedicated Data Services
DSL-RLAN (See Packet Services Section)
Packet Services, including ATM, Frame Relay, CES
Long Distance-Inbound, Outbound, Dedicated, and Switched Services
Conferencing Services-Audio, Web, AT&T Connect
Dedicated Internet Access
Hardware, Software, and IT Services
Security Services

Customer Eligibility:
Eligible customers that can purchase technology products and services through the DIR ICT Co-op Contracts And telecommunications through Tex-AN include:

Texas State Agencies:  Texas Government Code, Section 2054.003 (13)

Units of Local Government:  Texas Government Code, Section 2054.003 (9), including:

Cities
Counties
Public School Districts
Municipalities
Special Purpose Districts

Institutions of Higher Education:  Texas Education Code, Section 61.003

Assistance Organizations:  Texas Government Code, 2175.001

Exceptions:
Additional entities eligible to purchase telecommunications include private institutions of higher education that:

Engage in distance learning And
Receive federal funds for distance learning initiatives. 
Interested private institutions of higher education need to apply to DIR for an Eligibility determination.

Additional Information:  DIR utilizes the eligibility for Assistance Organizations as determined by the Texas Comptroller of Public Accounts or the Texas Facility Commission.

Rates are month-to-month, with no termination or installation charges, except where noted.
On certain services ordered on or after 10-04-02, AT&T Texas is authorized to charge a pro rata installation charge in the event a customer does not keep an ordered service for at least 12 months.
