Tex-AN 2000 eligible customers can purchase hardware, software, and IT services from the contracts listed below without having to issue a bid request.  Minimum discounts are listed. Different products and services offered through the DIR contracts are governed by different parts of state law.  The following eligibility guidelines apply for hardware and software sales and IT services:

DIR customers are state agencies, public institutions of higher education, and local governments.  In order to be eligible to purchase, you must be a public entity, as described below.

State Agency means:

• a board, commission, department, office or other agency in the executive branch of state government that is created by the constitution or a statute of the state of Texas, including a river authority and an institution of higher education
• the legislature or a legislative agency
• the Supreme Court of Texas, the Court of Criminal Appeals, a court of appeals, a state judicial agency or the State Bar of Texas

Public Institution of Higher Education means:

• any public technical institute (the Texas State Technical College System)
• medical or dental unit
• public junior college
• public senior college or university
• other agency of higher education

Local Government (political subdivision) means:

• a county, including county parks, jails, etc.
• a municipality, including city libraries, fire departments, etc.
• a public school district, including education service centers
• a special purpose district or authority
  A special purpose district or authority may be a hospital district, water district, taxing district. etc. If the district can tax, it should be eligible to purchase through DIR.

Ineligible Entities
Private entities are not eligible to purchase from DIR for hardware, software, and IT services. Those include:

• private colleges and universities,
• private schools (K-12), including privately owned, charter schools
• churches, including church schools
